We have Intel that a few of the escaped super-villains from the Raft have been sighted in Hell's Kitchen, a crime-ridden neighborhood in Manhattan.
I've sent Agent Coulson to oversee operations there. When you get there, check in with him to see how you can help.
One of my agents can fly you to Hell’s Kitchen when you're ready to go. Before you head out. you might want to talk with Ben Urich. As a local reporter, he has more familiarity with that part the city than I do.

Maria Hill, Deputy Director of S.H.I.E.L.D., needs your help tracking down some of the super-villains who escaped the Raft during HYDRA's assault.
Start by traveling to Hell's Kitchen to meet Agent Coulson, who's heading up the operations in that area.

Defeat Shocker in the Abandoned Subway

You tracked down and defeated the Shocker, the first of many Raft escapees that you expect to encounter in the days to come.
