The Cowled Dwarf is standing with a group of NPCs led by Medreth near Dyrford Village - on the other side of the Western Bridge (Outside the entrance to the Temple of Berath).
The Cowled Dwarf is originally from Defiance Bay. He travelled to Dyrford Village to help Medreth hunt down an Orlan named Nyfre.
