Blaise is an orphan child who lives in Katla's Farm in Solitude. His parents served in the Imperial Legion and were killed in action.
Blaise is one of the Adoptable Children in Skyrim: Hearthfire. Can be adopted by talking to and telling him that you can adopt him.
