Walkthrough
You will need to travel to the hold and find the criminal. They are constantly moving, which makes them harder to lock down in a single move. Approach and talk with them, they will go hostile after you talk with them. You can now kill them without incurring a bounty.
Kill them then return to Jorrvaskr to claim your reward.
