Gallows Rock is a dungeon in The Elder Scrolls V: Skyrim. It is a present base of operations for the Silver Hand.
Location
Head inside the building. Go over to the right, to the hallway with the pair of werewolf heads. On the left-hand side is a pull chain. Use it to lower the gate barring your way forward. Take the stairs down. Start sneaking, or get ready for a fight. 2 members of the Silver Hand are around the cooked skeever. Take them out to move forward. To the East you will find a room with the door ajar and a dead werewolf inside. Check the body for anything useful. Be sure to search the Northern part of the room for a health potion and some alchemy ingredients. You should also check the chest for the same. Turn to the South and look for the door there. Head on through it and start down the hallway carefully.
Follow it to the East and stay with it as it turns to the South again. As it does, ready your weapons as a Skeever is waiting at the bottom of the stairs for you. Head up the stairs slowly. There are a few Silver Hand waiting at the top of them. Thankfully, they are scattered around the area. There is one that is patrolling closer to the top of the stairs with another sitting at the nearby table. Take your time to deal with them then head up into the hallway.
There is a second pair at the far end of the hallway. Again, one is walking around while the other is at a table. You can also find that along both sides there are cells. There can be a captured Werewolf in this area. It is too far gone and will have to be killed.
Head to the end of the hallway and turn to the right. Take the stairs down into the next section. Open the Wooden Door on the Northern side of the hall. Inside you have another 4 Silver Hand to deal with. 1 is in the lower area while the remaining 3 are on the balcony above. Take them out. Head along the bottom portion to the Eastern side. Look for the Wooden Door. Head inside to find more food, but go further along to find 2 chests. One is unlocked but the other is locked (Master level). You can find some useful potions and weapons in both. There is a Tanning Rack down here as well if you need to convert some of the hides you found into Leather or Leather Strips.
Head up to the upper level. Look for the Tanning Rack and poke around some to find the Northern table. You will find the skill book The Importance of Where sitting on it. Head to the Northwestern corner to find the door leading into the next chamber.
Take a little time to search it over to find more food. On the Western side, look for the table with a book. This is another skill book: Last Scabbard of Akrash. Go to the Northern side of the area. You will find an Anvil and a Workbench to use if you want to make some last minute improvements to your gear.
Look on the Northern side to find a locked wooden door (Adept Level). Pick it to find a small bedroom. Take some time to search around it. To the left of the door, by the first bed, you will find a Petty Soul Gem and some gold. Go over to the dressers next. On to you will find a Health potion and some Thistle. Rest in any of the beds if you need to recover some. After that, head out and over to the West, go down the stairs. Follow the passage North and then go over to the wooden door. Be sure to take a moment to check the cupboard you are passing.
Open the door. You will see 3 Silver Hands in the room hard at work tanning leather. Attack any of them to begin the fight. Clear them out. After that, take some time to loot the area. There is a large chest in the back of the room with some very nice equipment inside it.
Head over to the East and go through the door there. Look for the next brazier you can come across. Around it you will find pieces of armor that you can collect. Continue along the corridor to find the barred door. Unbar it to get quick access back to the start of the area. Just head on out Gallows Rock after that.
