To get there, talk to Gjalund Salt-Sage in Windhelm.

Background[edit]
Raven Rock, Solstheim's main settlement, is firmly under the control of House Redoran, the most powerful of the Great Houses of Morrowind.
Raven Rock started out as an Imperial settlement, but the Empire decided to abandon it just as the Dark Elves were setting foot there. The Imperials left the town a shambles, but when House Redoran took over, the Dunmer turned it around and it became theirs. The Dunmer are proud to call the island home, even if it's a struggle to make it livable.
