How to unlock
Winch a vehicle to safety that is underwater with another vehicle.
This can be accomplished on pretty much any map, but should be pretty easy at the narrow river crossings in the north part of the Coast map. Simply drive a truck into the water until it's mostly under, leave it there, and use another truck to pull it out with the winch.
