2001: The Dark Winter Operation simulates a breakdown caused by a virus spreading from a bank note to Patient Zero during Black Friday, causing a rapid Breakdown in society
2007: In response to the results of the simulation, the president signs into law Directive 51 to be able to cope with the crisis. This directive paves the way to many shadow agencies, sleeper cells, and covert agents that will help deal with a crisis such as that.
Our complex world is primed for Breakdown, and once the chaos strikes, there won't be resources to save us all. The only question is, what will it take to save what remains.
