Levels are the way to measure a player's progression in Tom Clancy's The Division.
There are two levels in TCTD. The one you get outside a Dark Zone, and the one you get inside a DZ. The level you gain in a DZ is called a Dark Zone Rank.
The first number is your current level, the second one the threshold to reach the next level.
According to the place where you wish to purchase an item (weapon, mod, etc.) you may not have enough level or rank to do so.
