After hacking the Security Camera you must follow the data to the source, and find a way to open the door from the inside.

You basically have to hack the Security Camera and then keep chain-hacking other cameras you see while using the camera.
After you hack the first camera, the second camera will be on top of the blue door:
The third camera will be above a blue sign that says "May Stadium Chicago Souvenirs"
The final camera will be on a pillar next to the stairs:
Bottom of the Eighth
- Shoot Maurice
- Examine Maurice's phone for information
- Leave the locker room when ready
- Sneak past the police
- Hack the camera
- Follow the data flow line to its source
- Unlock the door
- Reach the upper level
- Use a lure to distract the cop
- Throw lure to the designated area
- Reach the upper level
- Find and hack the guard with the access code
- Hack into the stadium's network
- Create a blackout
- Escape the stadium
- Leave the police search area
- Escape the police
- Reach your hideout
