Head inside the house. You need to head up to the second floor and wait for a while in front of De La Serre's Office.

Just head on up the stairs. Once on the second floor, head over to the West. You will see the bookcase next to the office door glowing a bit. Head over to it. Interact with the bookcase to start reading and passing the time.
