To build the shield for Overlook, you need to get 5 shields and drop them into The Grinder. The grinder sits nearby the Fast Travel Station. Go to the nearby Dr Zed's Meds and buy whatever shields are available. If you need more, then go hunting various foes. You can also just go to Sanctuary and buy more there. If you don't have the money for 5 shields then just go after the nearby Stalkers and Threshers until you get them. Be sure to also go at the Stalker pods.
Head back into Overlook and go to The Grinder. Drop each shield, one at a time, from your inventory facing the open portion on top of it. Dropping more in at once will not net the proper result and only one shield core will come out.
When you have all 5 shield parts Karima will ask you to bring them to her. Do so to finish the mission.
