Load the Master Holotape in a Relay Tower Terminal is an objective in Fallout 76 (F76).

With the Master Holotape updated with new data, you need to head to any of a number of Marked Relay Towers spread throughout West Virgin.
The closest one to the Charleston Capitol Building is Relay Tower HG-B7-09.
This Tower is found to the Southwest of the Capital Building.
More are found throughout the area that have markers on them.
Making your way over to the Tower, killing the Scorched outside it and destroying any Turrets you need to.
Once inside, find the Emergency Management System Relay Terminal.
Interact with it and choose the option to load a Holotape.
From there, select to load in the Master Holotape.
With it loaded in, choose the option, [Initiate File Upload].
