With Senator Blackwell's Terminal unlocked, it is time to return to the terminal.
Use the stairs to climb up to the higher floor where you started this search from.
With the terminal accessible, log onto it.
Once again, use the Load Holotape to load in the Master Holotape.
From there, use the option, [Initiate program file scan]
