Turn in ID application to Department B is an objective in Fallout 76 (F76).

With the DMV form in your possession, turn around and head to the Northwest.
Go to Desk 4 and approach DMV BOT B2.
Interact with it and then move just a little to the right.
Interact with the Number Print there.
Turn to the North and go behind the desk just behind you.
This will lead you to the DMV Number Terminal.
On the terminal, access the [Boot up Department B].
Now you will need to wait for your number to come up.
You are listening for the number shown on your Ticket, likely C42.
It is a long wait and there are likely to be Feral Ghouls or Super Mutants for you to deal with in the interim.
Wait for the card to be called and then, once again, approach DMV BOT B2 and interact with it.
It will tell you that it requires a post-marked letter in Charleston for things to proceed.
