Strategy[edit]
In this mission, you will have to kill the commander standing on the roof watching over the roads. This makes it tricky, since you can't snipe him from afar; you have to use the machete. Making things even more difficult is the fact that two heavies guard the commander by the stairs. You probably won't be able to see the second heavy inside of the building from the road, but he's there. For this reason, you might want to wait until you have the Heavy Beatdown skill, which allows you to kill Heavies with takedowns.
Use this skill and sneak around to the south. Kill the first heavy, head up the stairs and drop down to take down the commander.
