You DO NOT have to go to Tomato Town and actually find the treasure map in order to complete the challenge.

The location to complete the challenge is at Loot Lake

Go to the SE part of Loot Lake.

Locate a boat that appears to be sinking in the water.

Climb on that boat and interact with the battlestar that pops up
