This middle age woman is a bailbondsman. She fronts bail for the incarcerated who can't afford it. If they fail to make their court date, she can then send a bounty hunter after them to bring them in.
Her Strangers & Freaks mission opens up the Bail Bonds Missions in the Hobbies and Pastimes for Trevor.
She will award him $10,000 for the live capture and $5,000 for them dead.
She will give him 4 bounties to hunt up in total.
