Down at the base of this tower you will find the gory remains of some corpses. Head upstairs and you will encounter a Necromancer. They will animate a nearby Khajiit Corpse to fight for them. The good news is the corpse isn't armed so it can't really attack. It is possible to get the Necromancer to back off the top of the tower by approaching them. They will then fall to their death.
At the top of the tower you can find the book Liminal Bridges which can increase your Conjuration skill. There is also a copy of The Book of the Daedra. In the fire, on the top, you can also find an empty common Soul Gem.
