Proventus Avenicci is a NPC in Skyrim.

Proventus Avenicci is the Steward to Jarl Balgruuf the Greater. He provides counsel to the Jarl to help advise him on the various matters of running the city.
Location[edit]
If the Dragonborn sides with the Stormcloaks, then he will go into exile with the others in the Blue Palace.

Bounties: He will offer bounties to the Dragonborn for killing Bandit Leaders and specific giants outside the town.

Once Dragon Rising is completed then you can buy the Breezehome from him for 5000 Gold. All furnishing and expansions are available through him as well.
