You need the following ingredients to make the Swallow Potion:
Can be found on the fields near the herbalist's house. Try searching east and southeast of the house.
Buy from Elsa at the Inn/Tavern
Kill Drowners southeast of the Woesong Bridge, near the river.

- Tomira leaves it up to you to decide whether to save the girl or not. If you don't brew the potion and give it to the girl, the quest will fail when you leave White Orchard.
