How to Build
The Petroleum HQ is part of the Drilling Specialization and can be found in the specialization menu (shield icon in bottom left corner), under the Drilling Tab.
Ingame Description
If you have crude oil in your veins and your heart pumps jet fuel, your city is ready for a Petroleum headquarters. Sell crude oil on the Global Market via a Trade Depot to access petroleum improvements including refineries so you can produce fuel and plastic.
