I put in the Shift Code from BL:TPS first like you did, and then I put the BL2 shift codes (from: Borderlands 2: Golden Key) and got 20 keys for each game without any problem
You should try again the code for BL2
remember the shift code for each game is different
Also the BL2 page previously had the code from BLTPS instead of BL2 and maybe thats why you got the already used message. Since then, this has been fixed.
