Once you reach a skill level of 70 or higher with Speechcraft, you will be able to talk with the Advanced Trainers to learn about the location of the Master Trainer.

Summary

Talk with either Gruiand Garrana or Varon Vamori. They will direct you to Tandilwe. Tandilwe can be found in the Temple District of the Imperial City.

Speak to every Beggar in Cyrodiil

To get the training from Tandilwe, the Hero will need to travel around Cyrodiil and speak with all 19 beggars who are scattered across the Cities. Any beggars you have spoken to will, retroactively, count toward your progress. This includes those you spoke to during Thieves Guild Quests.
