There is 1 Dead Ghost to be found in the Refinery. They can be collected on any mission or during a patrol, but it recommended to do this during the strike: The Devils' Lair. Each Ghost can only be collected once per account.
Ghost 1[edit]
Enter into the Refinery. Just head straight across the way toward the logo on the far wall and the doorway below it:
Run into that doorway. Look to the left and on the shelves you spot there. You will find the Dead Ghost in plain sight:
