In the journal, the hint for this skyshard is "Gleaming beacon, ship-guide."
Skyshard is located in the lighthouse of North Beacon. You have to work your way up the town through some stairs and bridges. Once you get to the lighthouse, enter the lighthouse overlook and Skyshard is there.
