I've learned where the Order of Star-Gazers have their Observatory. Now I need to make my way there.

After you finish talking with Slonn Clod-Kicker, follow the path he is next to. Go along it to the West then follow it to the North. This will lead you into the Star-Gazer's Observatory. Once you are inside then you will need to start searching properly for Hara. Just head to the North down the corridor to find her.
