Except for the Blood Dragons, Omega Force controls the island. They patrol on foot or in vehicles, defend garrisons, take hostages, and commit violence at the behest of Colonel Sloan. If they see you, they'll shoot first and ask questions later. If you can rescue their hostages you will be rewarded.
As you liberate garrisons, the Omega Force presence in the area will diminish and you'll encounter less of them in your travels.
