"Clear the stalled car before the train hits it" is an objective in the Strangers and Freaks missions from Tonya in Grand Theft Auto V

Get on over to the car and quickly get in front of it and into position for the tow. You have some time before the train hits it but not forever. Look to the North and you will be able to see the Train coming at the car. Take too long and it will be run over.
After that just wait a minute for the car owner to leave their vehicle and get into the cab with Franklin
