The traffic in SimCity obeys the traffic light.
When a light turns from Green to yellow (or orange) it means "Prepare to stop", meaning the light will soon turn Red, and the car must either stop before crossing the Intersection, or if it cannot safely stop it must proceed through the intersection before the light turns Red
