It is an Easter Egg, a reference to Batman
It is located in The Rakk Cave in The Fridge. You will get there during the side mission, The Cold Shoulder

The Rakkman throws a Rakkarang at you (Similar to Batman's Batarang)
Rakkman uses a Smoke Bomb just like one of Batman's Gadgets
Rakkman summons a colony of Rakks to attack you, just like Batman has bats.
He says his parents are dead, just like Batman's (though he killed them himself, most likely)
