Valtheim Towers is a location in The Elder Scrolls V: Skyrim. THese towers have been taken by Bandits. When you first cross here, you will be asked to pay a toll of 200 septims. If you pass a Speech or Persuasion check, then you can reduce the toll to 50 septims or avoid it.
The easiest way to avoid the toll is to ride through on a horse. Dialogue can't be started while someone is on horseback.

The Black Arrow, Book II (Archery Skill Book) is found in the tower with the Alchemy Lab, next to the bed.
