Refugees on the bridge to Novigrad in Velen in The Witcher 3: Wild Hunt.
They hope to be able to cross the border into Novigrad in hopes of a better life.
However King Radovid has declared that the borders be closed and Redanian Soldiers won't let anyone through without a Transit Pass.
Shady Merchants sell those passes for exorbitant prices which most refugees cannot afford.
