"Steal Lord Cardigan's Password" is a mission objective in Sequence 7 / Memory: Motion To Impeach
Walkthrough[edit]
Make your way to to the Northeastern corner of the park in front of the Houses of Parliament. You will find an archway you can enter here. Be mindful of the Policeman patrolling the area. Wait for their back to be to you then sneak up behind them and knock them out.
From there, slip into the haystack nearby and wait to observe the Minister and their movements. Look to the South to watch him using Eagle Vision.
He will head to the East toward the Fountain and stand there for a long time. This is one of the good times to approach and pickpocket him.
He will then head back to the West then go to the North for a short distance. His back will be to the haystack as he returns to the crowd he was in front of at the start of his sequence. This is another good opportunity to Pickpocket the Minister.
