There is 1 Dead Ghosts to be found in the Cosmodrome. They can be collected on any mission or during a patrol. Each Ghost can only be collected once per account.
Ghost 1[edit]
Proceed through The Breach out to the Cosmodrome. This is the area where you started the game. Walk out of the doorway and turn back toward it. There is a sign above the doorway. Jump up onto it.
Turn to the right and jump for the raised walkway that you see near you. Look inside the broken windows on the left. Head down to the end of it to find the Dead Ghost.
