There is a Dormant SIVA Cluster to be found in Giant's Husk. They can be collected during any patrol or Bad Blood.

Enter from the Lords' Watch and head to the right past the broken tanker ship.
Follow the Overpass above you and look for the next small beached Tugboat. Get onto the boat.
Go to the bow of the ship. You will find the Dormant SIVA Fragment there.
