Return to the Intercom that you first talked with Gage with. Interact act with it to move on forward and get ready for the next part of the fight. Gage will explain that you will still need a regular gun but the Thirst Zapper will be key to defeating the boss. He will explain that the water will short out the power armor that Colter has.

With the Thirst Zapper in hand and that knowledge, it is just about time to take on the boss.
