Occasionally when exploring Rook Island, you will stumble upon these illicit little stacks.
They are first found buried underneath luggage in Vaas' camp, right past the laundry and the Pig carcasses.
The player cannot interact with them in any way, although we bet they'd burn nicely with the flamethrower.
