"Free Shorty" is an objective in the sidequest Swallowed Whole in Borderlands 2

Sinkhole has run off with Shorty still inside. Head into the next search area and start looking around for the floating balled up Shorty. Head into the search area and find the floating ball.
If you want to get the optional objective, just open fire and do the whole fight with a Shock-type weapon. This is very effective against Stalkers to begin with because of their shields.
