The function of the Somatic Gel is not yet known, but we can speculate a thing or two from its name.
The term 'Somatic' means literally "Of the body."
It's safe to say that the Somatic Gel is a consumable, probably a type of medicine.
In this case, we can assume that the Somatic Gel is a healing item, as Somatic used in a medicinal sense always refers to an illness of the body, and not of the mind.
Resource[edit]
After further investigation, it was found that Somatic Gel is listed under the "Resources" tab of the Inventory.
Perhaps this means that the gel is used in the Weapon Grafting process, or another, unannounced crafting process?
Somatic Gel is used in the crafting of Mecical Packs at the Bench.
