These Wanted Fallen are found in the same location as the The Grottos Dead Ghost. That can also work as a guide.
From where you land, head to the left, through the Mothyards. From there turn to the Forgotten Shore. As you reach the Forgotten Shore turn to the right. Continue along until you move into the Grottos.
Shortly, you will encounter a pair of Dregs. Go to the left. You will find a path that is nearby the water. Follow this to the end. This will have you face off against another pair of level 28 Dreg and a Silent Fang. Unlike any other case, you will need to return to this location at least twice more to complete the bounty.
