Karl Montag has been with the with the Prague police for 35 years. He has apparently spent 12 of the more recent ones behind a desk. It is not clear if he was forced there or because he was a poor field detective. Apparently in the time he has been there, he has solved 10 cases.
While many see it as a joke on Montag to give him this last case, Montag is doing his best to solve the case. While he is being pressured to go for the simple solution and arrest Mr. Gunn, he does not partly because he wants to conduct a full investigation and partly because Gunn scares him.
Montag feels rusty in the field and has no problem admitting to Jensen that he would appreciate the help in the matter.
