I've made it inside the Guildhall. Now I just need to confront Sheogorath about what his plans really are.

Head into the middle of the Eyevea Guild Hall. You will find |Sheogorath and Haskill standing there. If you look to the sides, you will see massive piles of books burning. AFter that, apparently, Sheogorath demands some entertainment and sics Haskill on you.
