"Fake Papers" is a secondary quest (side quest) in The Witcher 3: Wild Hunt
It is one of the side quests you can get in Grayrocks in Velen.
This quest begins in a Refugee Camp near the Border Post.

You might have met Shady Merchant while exploring, or perhaps you found him after learning from some Redanian Soldiers about the black market that exists and which sells Transit Passes in the quest Thou Shalt Not Pass.
Talk to the Shady Merchant at the Refugee Camp. He offers to sell you a Transit Pass, but he is asking for a lot of money, 100 crowns, which is considered very expensive.
You can complete this quest in one of several ways:
- Buy the pass for the full price (100 crowns)
- Use Axii (requires Delusion level 1) to convince the shady merchant to lower the price and sell it to you for half-off (50 crowns)
- Help the merchant's brother-in-law, and you will be able to buy the pass for 25 crowns.
Note that once he tells you about his brother-in-law, say that you'll think it over and the dialog ends, and you can go do the quest Bitter Harvest after which you wil be able to buy the pass at a discoutned rate.
Also note that if you agree to helping his brother-in-law out but the brother-in-law gets killed in the process, you may not be able to buy the pass at all.

"The counterfeiter made Geralt an offer he couldn't refuse: a falsified pass in exchange for helping the man's brother-in-law. Geralt eagerly agreed to the exchange, but didn't hold up his end of the bargain. The counterfeiter's brother-in-law died, and Geralt had to find another way of securing transit papers."

Shady Merchant: You don't know? Redanians hold all the fords' cross the Pontar. Can't get through without a pass. But! You're in luck - so happens I've got a few to sell.
Geralt: What? Could dress up like Radovid and buy a gilded carriage for that much.
Shady Merchant: What'm I to do if you can't afford it?

Strategy Guide/Tips[edit]
- Helping out the Shady Merchant's brother is law is a quest on it's own, Bitter Harvest.
- If you already completed Bitter Harvest before speaking to the Shady Merchant, you can tell this to the merchant and get the pass at the discounted price.
- Other ways to get a Transit Pass if you fail is by doing the Witcher Contract, Woodland Beast or getting one from the Bloody Baron.
