Clear the rubble is a quest objective in the mission Better Living Underground in Fallout 4: Vault Tec.

With the Vault-Tec Workshop active, it is to finally time to clear away the rubble to get into the Vault itself. Head to the right of the workshop and down the Eastern passage from the workshop.
This area is sealed off by Debris. This can be scrapped for 10 steel and there around 3-4 piles of debris you can clear. This will get you inside the actual Vault itself in its incomplete state.
